Al Curtis has more than 30 years of experience in the fleet service industry, working in both the public and private sectors. He oversees a diverse fleet of over 2,600 vehicles for Cobb County.
AI in Fleet: Smart Assistance, Human Authority

From 0 to 100: Empowering Our Technicians for the Future-Ready Fleet

The City of Phoenix’s 190 fleet technicians support a diverse fleet of more than 8,000 vehicles serving 20 municipal departments.
In this breakout session, Joseph Coleman and Weijia Xie of Phoenix Public Works will showcase how a year-long transformation initiative aimed to elevate technicians' capabilities and modernize our workforce development approach, and how it worked.
This project builds foundational technical skills to ensure safe, efficient service across an expanding range of vehicle platforms, while also attracting the next generation of maintenance talent. It further illustrates how we balance urgent, complex departmental needs with our staff's well-being, strengthening work-life balance without compromising service quality.
Joseph Coleman serves as an Equipment Shop Supervisor within the City of Phoenix Public Works Department, Fleet Services Division, overseeing maintenance operations for a fleet of more than 8,000 vehicles and pieces of equipment—including light-duty units, heavy equipment, off-road machinery, and refuse collection vehicles.
Weijia Xie serves as Fleet Transition Planner for the City of Phoenix Public Works Department, Fleet Services Division, shaping the strategic roadmap and implementation plan to advance medium- and heavy-duty fleet electrification and expanding citywide charging infrastructure.
Driving Performance: Fleet Service Level Agreements

In this focused learning session, Beth Casillas, Fleet manager for the City of Buckeye, will lead the conversation on understanding how Feet Service Level Agreements (SLAs) can improve uptime, control costs, and strengthen operational accountability at GFX.
The city of Buckeye, Arizona, earned a spotlight as the 2024 Leading Fleets No. 1 small fleet.
This session will teach you how to begin implementing Fleet SLAs, which key service areas to include, and why each element is critical to operational performance and reliability.
You will leave this session with a clear, practical framework to launch or refine Fleet SLAs that support productivity, compliance, and continuous improvement across the operation.
Beth Casillas is the Fleet Manager for the City of Buckeye. She has over 25 years combined fleet experience between the private and government sectors. She started out with fire apparatus and heavy-duty equipment in the private sector before transitioning to government, where she was a Fleet Service Writer. In addition to her knowledge of the field, she is proficient in managing full recoveries for small and large fleets.
