Florida Fleet Management Director Robert Stine Retires, Names Successor
Juston Lafler, the county’s former fleet operations manager, has been named as the new fleet management department director for Hillsborough County Fleet Management.

Effective Monday, July 1, 2024, Juston Lafler has stepped into the role of fleet director after Robert Stine's retirement.

After a fleet career that spanned more than 40 years, Robert Stine CPFP, CAFM, MA/MS has retired from his position as the director for Florida’s Hillsborough County Fleet Management team. Stine was with the county for 11 years. Hillsborough County was named the No.1 Leading Fleet in 2021. That same year Stine was also named the Public Sector Fleet Manager of the Year.
A New Chapter for the Fleet Management Department Director
Juston Lafler, the county’s former fleet operations manager, has been named as the new fleet management department director. Lafler previously worked for the fleet management department from 2016 to 2017 as a business analyst. He rejoined the Hillsborough County Fleet Management team in February 2024 as the operations manager.
In his new position, Lafler is responsible for emergency management, fuel management, contract management, and fleet financials.
Lafler has 25 years of fleet and transportation experience, starting as a technician in the Air Force, and has worked in every aspect of fleet maintenance and management, according to Stine. Since retiring from the Air Force, Lafler has held roles working with public and private fleets.
Past Work and Looking Ahead for Hillsborough
For the last five years, Lafler worked at Hillsborough Regional Transit (HART) where he worked as the director of budgets and grants and director of maintenance. Lafler possesses an MBA in Business Intelligence and Data Analytics, a BS in Technical Management, an AS in Technical Teaching, and an AS in Vehicle Maintenance. Lafler also holds multiple certifications including a Certified Business Analyst certification, Lean Six Sigma Yellow Belt, and a Community College of the Air Force Instructor Certification.
Lafler and his wife, Jamie, reside in Riverview with their son Tristan who is currently attending USF.
"I am excited to rejoin the Hillsborough County team and to work with the dedicated professionals in the Fleet Management Department," Lafler told Government Fleet. "Bob Stine cultivated a great team, mature processes and is leaving very large shoes to fill. I look forward to working with the team to use data and creativity to find cost-conscious solutions for the departments we support, continually improving processes, and to stay ahead of industry changes."
