Oshkosh Files Protest Over Army's Light Tactical Vehicle Contract
The U.S. Army awarded production of the next generation of Joint Light Tactical Vehicles to AM General.

Oshkosh Defense has filed a formal bid protest with the U.S. Government Accountability Office (GAO) over the U.S. Army’s decision to award military mobility solutions provider, AM General, a 5-year contract to manufacture an estimated 20,000 Joint Light Tactical Vehicles (JLTV).
The independent GAO review of the procurement decision was initiated by Oshkosh on March 6, 2023.
“After participating in the government’s post-award debriefing process, we have significant concerns regarding the evaluation of the proposals under the solicitation that support an independent review,” said Tim Bleck, senior vice president Oshkosh Corporation and president Oshkosh Defense. "We believe the government’s evaluation did not properly review the financial, technical, and manufacturing capabilities offered to select the best value and lowest risk solution to deliver the JLTV.”
In early February 2023, the Army announced the award of a requirements contract with five base ordering years plus five one-year optional ordering periods to AM General for estimated Joint and Foreign Military Sales (FMS) production of up to 20,682 JLTVs and up to 9,883 JLTV Trailers. The total contract value is $8.66 billion.
A-M General submitted a winning bid of $8.66 billion for 20,862 JLTV’s and 9,833 trailers.
In response to the Oshkosh formal protest, a spokesperson for the Army wrote in an email that "The Army acknowledges Oshkosh’s decision to file for protest and will comply with GAO requirements."
