N.H. Colleges to Establish Fleet Policies Following Audit
The report found that the Community College System of New Hampshire did not have established fleet policies or procedures, and relied on informal practices when making decisions.

The Community College System of New Hampshire (CCSNH) plans to establish formal fleet management policies following a four-year performance audit conducted by the Office of the Legislative Budget Assistant.
CCSNH maintains a fleet of 54 vehicles. Most vehicles are shared by faculty and staff, but the seven college presidents and CCSNH chancellor each have assigned vehicles.
One of the audit’s findings was that the community college system did not have established fleet policies or procedures, and relied on informal practices when making decisions regarding acquisition, utilization, assignment, and replacement. In addition, there was only one policy related to automobile safety. Although personal use was tracked and reported to the Internal Revenue Service, no policies explain what constitutes as personal use.
In its response, CCSNH agreed with the audit’s recommendation to establish fleet policies and procedures, but defended the practice of assigning vehicles to college presidents, who are often on the road for business and may want an all-wheel drive vehicle with features that enhance comfort.
