WASHINGTON, D.C. – The U.S. Department of Energy (DOE) has published a Notice of Proposed Rulemaking (NOPR) outlining a proposed modification to the 2010 goal of 30 percent U.S. motor fuel production to be supplied by replacement fuels. The Energy Policy Act (EPAct) of 1992 established a goal of developing sufficient U.S. domestic replacement fuel production capacity to replace 30 percent of projected total motor fuel use by 2010. DOE is required to review this goal periodically, publish the results of its review, and provide opportunities for public comment. DOE recently conducted this review and, in the new NOPR, proposes to keep the replacement fuel goal of 30 percent but extend the date for achieving the goal to 2030. This NOPR also implements a Mar. 6, 2006, order of the U.S. District Court for the Northern District of California to prepare and publish a NOPR on the 2010 fuel replacement goal.
