The City of Beverly Hills, Calif., promoted Craig Crowder, previously fleet operations supervisor, to fleet manager, effective Aug. 12. He replaces Rene Biadoma, who retired July 12.
Kevin Devery, CPM, was promoted to fleet manager at the City of Tempe, Ariz., in July. Devery has worked at the City fleet for 18 years and was previously fleet analyst.
Tom Higgs, ACFM, fleet manager, City of Conroe, Texas, will retire from the City on Sept. 26. He will join Faster Asset Solutions as a senior fleet consultant on Oct. 1.

Robin Rehborg, CAFM, was appointed director the North Dakota Department of Transportation (NDDOT) State Fleet Services on Dec. 1, 2012. State Fleet Services oversees 3,000 light-duty vehicles and 600 heavy-duty trucks and specialty units.
