The Trump Administration has released a plan to reform and reorganize the federal government, including a proposal to privatize all postal services. The plan also included several executive orders President Trump has signed in the previous year, including one that revokes an Obama-era executive order to adopt telematics and reduce greenhouse gas emissions.

A major proposal within this plan is one to privatize the United States Postal Service (USPS). According to the report, USPS experienced major declines in First-Class Mail and Marketing Mail in 2007, contributing to what it calls an unsustainable model. Under this reform plan, the USPS would transition to a model of private management or partially privatized management.

According to the report, a private entity would have access to private capital markets to raise money for needed improvements instead of burdening taxpayers. Purchasing new vehicles was cited as one of these needed improvements. The report cited foreign governments that have similarly privatized their postal operations with success.
