The State of New York is offering $2.2 million in rebates for municipalities to purchase or lease electric or hydrogen fuel cell vehicles for fleet use, or for installation of public recharging or refueling infrastructure. The electric vehicles can be plug-in hybrid or battery-electric vehicles.

The rebate program is administered by the Department of Environmental Conservation through the New York State Grants Gateway. DEC will accept applications from municipalities for rebates beginning Sept. 12 through May 31, 2018.

Rebates available include:

  • $200,000 in vehicle rebates are available to municipalities that have owned or leased a new clean vehicle for at least 36 months beginning April 1, 2016. Rebate amounts are $2,500 for vehicles with 10- to 50-mile electric range and $5,000 for vehicles with a 50+ mile electric range.

  • $1 million in EV infrastructure rebates are available to municipalities installing Level 2 networked chargers or DC fast charging stations. Rebate amounts are up to $8,000 per port or $32,000 per fast charger pedestal, limited to $250,000 per location. The municipality must provide a 20% match of the rebate request.

  • $1 million in hydrogen fuel cell infrastructure rebates are available to municipalities to install or contribute to the installation of a hydrogen refueling facility, with a required match of 20% of the rebate request. Rebates are capped at $250,000 per facility.

This is the second round of rebates. In the first round, municipalities purchased 79 clean vehicles and were awarded rebates to install 194 new ports of public charging capacity.

These rebates advance the state's goal to reduce greenhouse gas emissions 40% by 2030 under Governor Andrew Cuomo’s Reforming the Energy Vision strategy. ZEVs have the potential to reduce emissions by as much as 75% per mile. The rebates will also help New York meet commitments as part of the Multi-State ZEV Partnership, which aims to put 3.3 million ZEVs on U.S. roads by 2025.
