Calif. Air Regulators Release Calculator for Off-Road Equipment
The California Air Resources Board has updated its Fleet Average Calculator to help large fleets meet new repower/repurchase regulations for off-road diesel equipment starting this summer.

The California Air Resources Board has updated its Fleet Average Calculator to help large fleets meet new repower/repurchase regulations for off-road diesel equipment starting this summer.
The calculator now includes compliance years out to Jan. 1, 2023, and it has been updated with other new features to better aid large fleet owners in planning out their compliance strategies. The user guide has been updated to reflect the changes to the calculator.
The Fleet Average Calculator is an Excel spreadsheet designed to help fleet owners calculate their Fleet Average Index and Fleet Average Targets based on the equipment model year and horsepower input. The calculator allows fleets to experiment with different turnover, repower, and retrofit strategies to plan for compliance with the In-Use Off-Road Diesel Vehicle Regulation.
Fleet owners are currently subject to restrictions on unnecessary idling, and large fleets will be subject to accelerated replacement/repower requirements beginning July 1.
The regulation for In-Use Off-Road Diesel Vehicles first became effective under California law on June 15, 2008. This regulation is intended to reduce harmful emissions from diesel-powered construction and mining vehicles operating in California that have propulsion engines that are 25 hp or greater. Fleets were required to initially report their off-road diesel vehicles to ARB in 2009 via DOORS.
The fleet average calculator and its user guide are both available at the ARB site. The calculator may receive additional updates in the future.
