Ill. City Promotes Fleet Manager, Names Replacement

The City of Moline, Ill., promoted its fleet manager, J.D. Schulte, to director of Public Works, and promoted Dave Mallum, mechanic II, to replace him.

The City of Moline, Ill., promoted its fleet manager, J.D. Schulte, to director of Public Works, and promoted Dave Mallum, mechanic II, to replace him.

Schulte has worked at the city since 1990, beginning as a mechanic. He was promoted to the role of fleet manager in 2004 and started his role of director of Public Works on July 12 following the retirement of the previous director.

As director of Public Works, Schulte oversees 147 employees in four organizational divisions: Fleet, Municipal Services, Engineering, and Utilities.

Mallum started as fleet manager on August 15. He began working at the city as a mechanic in 1998. In addition to working on vehicles, Mallum has been involved with many projects, including implementation of the fleet’s RFID fuel management system and police vehicle upfitting and system design. He was also involved with the set-up and implementation of the Faster fleet management software.

The City of Moline’s fleet consists of 380 vehicles with a fleet replacement value of $21 million. The two-shift facility is open weekdays, performs insourced work for nine other agencies, and sells fuel to other local agencies. It employs 11 people. The fleet was named No. 14 among the Leading Fleets in 2016.

“J.D. [Schulte] has done a great job of managing our fleet, and I plan to continue in the same direction. We plan on continuing to implement more alternative-fuel vehicles to our fleet,” Mallum said.

Two division managers retired at the same time as the director, leaving Schulte with three vacancies to fill upon his promotion. All three were promoted from within the organization, Schulte said.
