A workload and staffing analysis for the Kansas City Police Department (Mo.) stated the agency should civilianize many of its positions, including fleet operations.
The study, conducted by a consulting agency, concluded that the agency was sufficiently staffed, but not adequately deployed, reports the Kansas City Star. It recommends a reduction of 30 sworn personnel and an addition of 88 civilian positions managing fleet, logistics support, and property and evidence.
In addition, the report recommends police department discontinue the use of two-officer units when responding to calls, except under special circumstances. Discontinuing the practice should increase the agency’s capacity to patrol and respond to calls.
