HERSHEY, PA – Pennsylvania’s Cooperative Sourcing to Achieve Reductions in Spend (COSTARS) program, created in 2004, is helping local governments save money. COSTARS helps reduce the cost of state government by giving municipalities the option to “piggyback” state contracts and buy products — such as motor oil, loaders, backhoes, and trucks — at a reduced price. COSTARS includes 260 state contracts for supplies, services, or equipment. COSTARS is open to any public authority or tax-exempt, nonprofit educational or public health institution or organization.
