Ga. City Report: In-House Maintenance Will Not Cut Costs

After several months, the City of Augusta, Ga., has concluded that it would not see immediate savings if it brought fleet maintenance in house, reports the Augusta Chronicle.

The city has outsourced maintenance to First Vehicle Services for the past 14 years. In January, city commissioners decided to look into ending the contract after the Fire Department successfully brought maintenance in house. Since then, city officials have consulted with neighboring agencies and examined its fleet.

According to the Chronicle, a report presented to the fleet subcommittee estimated that bringing fleet in house would come out to $4.42 million, or $4.41 million with an outsourced parts provider. Either scenario would cost more than outsourcing, which was estimated at $4.39 million.

    I would like to review the complete report to see if they only focused on the maintenance aspect. In my experience, municipalities utilizing an external maintenance facility require a larger fleet due to the extended downtime. One of our neighboring municipalities has seen wait times as long as three weeks for a minor repair because the contractor bid the labor hour so low that they push them back until they have no other full price paying customers. The man hours used to transport the assets back and forth from the contracted facility needs to be in the equation as well should the facility not be centrally located, such as ours.
