California Passes Bill That Continues Funding State Clean Transportation Programs

The State of California’s Assembly has passed AB 8 on a 29-6 bipartisan vote, which extends the State’s clean transportation incentive programs through 2023, according to non-profit group CALSTART.

AB 8, co-authored by Assemblymember Henry Perea and Senator Fran Pavley, would provide more than $2 billion to help fleets and consumers purchase low-emissions vehicles, including passenger vehicles, trucks, buses, and construction equipment.

The programs extended by AB 8 include the AB 118 clean fuel and vehicle programs, which funds development and deployment of clean transportation technologies and related infrastructure, and AB 923, which provides funds for public-sector agencies and businesses to replace older, more polluting diesel vehicles with newer ones or retrofit them.

To date, AB118 has funded deployment of more than 29,000 clean and alternative fueled vehicles and equipment, the installation of more than 6,200 EV charge points, plus hydrogen, natural gas, and other types of alternative fuel infrastructure, and trained more than 5,700 California workers and invested $54 million in California manufacturing facilities. AB 923 has funded the retrofit or replacement of 48,000 engines, reduced ozone precursor emissions by 146,000 tons, and reduced diesel particulate matter emissions by 6,000 tons.

The bill was co-sponsored by the California Air Pollution Control Officers Association (CAPCOA) and the American Lung Association in California.
