The City of Topeka, Kan., will likely continue using a lease-purchase arrangement to acquire new police vehicles, as the city grapples with ways to finance a nearly $9 million upgrade to its fleet.

Doug Whitacre, the city's public works director, has said it could cost between $5 million and $9 million to effectively upgrade the city's aging fleet of heavy equipment, fire trucks, and sedans.

The City Council is trying to finalize its budget for 2014-2015, reports the Topeka Capital-Journal.
