Rochester Issues RFP for AVL & Intelligent Transportation System for Fleet
ROCHESTER, NY - The City of Rochester issued a request for proposals (RFPs) for the design and implementation of an Automated Vehicle Locator (AVL) and Weather Sensor Intelligent Transportation System (ITS) in its Public Works vehicle fleet. It expects to save 121,860 miles annually.
ROCHESTER, NY - The City of Rochester issued a request for proposals (RFPs) for the design and implementation of an Automated Vehicle Locator (AVL) and Weather Sensor Intelligent Transportation System (ITS) in its Public Works vehicle fleet.
The City acquired Federal Transportation Improvement Program grant funding through the Congestion Mitigation and Air Quality (CMAQ) program for this project, which is funded with 80% Federal Highway Administration Funds and 20% local funds.
A 2009 consultant study showed that the City could anticipate saving 121,860 miles annually by implementing AVL & ITS in its Public Works fleet, with additional savings if it is applied to the entire City fleet of more than 1,200 pieces of motorized equipment, according to Mike Quattrone, assistant director of operations, City of Rochester.
The system is proposed to be rolled out following a phase deployment strategy for the Public Works fleet, according to Quattrone. Implementation will start with Snow & Ice Control and will follow with Solid Waste; Special Services; Water Bureau; Parks, Forestry, and Open Spaces; and Building Services.
The City is seeking firms specializing in the design and implementation of an Automated Vehicle Locator (AVL) and Weather Sensor Intelligent Transportation System (ITS), including fixed end and in-vehicle AVL equipment and snow plow and other data switches; a command/display center with a website used by both City staff and the general public; and in-road weather sensors.
The City of Rochester Equipment Services Division is a Certified Fleet Management Operation (CFMO) and was named No. 5 among the 100 Best Fleets in 2012.
