You can get access to fleetDOCS by signing up for a free Lite account.

fleetDOCS is searchable by topic category, organization type (federal, municipal, state, university, etc.), by specific state and by agency.

Beyond being a vast resource, if you want to share ideas with your fellow public sector fleet managers, you can upload your own documents (any documents uploaded are subject to approval before being added to the library).
