WASHINGTON – The Environmental Protection Agency (EPA) has released its final “Grant Guidelines to States for Implementing the Operator Training Provisions of the Energy Policy Act of 2005,” according to the National Association of Fleet Administrators (NAFA).

To remain eligible to receive federally appropriated underground storage tank funds, each state must, by Aug. 8, 2009, implement an operator training requirement program for all operators within three specific classes consistent with the guidelines. The requirements must: 1) be developed in cooperation with tank owners and operators; 2) take into consideration operator training programs implemented by tank owners and operators; and 3) be appropriately communicated to tank owners and operators.
