BALTIMORE COUNTY, MD – Departing Community College of Baltimore County Chancellor Irving McPhail is said to have used college employees and vehicles to move personal property from his Catonsville office to his home, according to the Arbutus Times. The chairman of the college Board of Trustees has asked for an internal review of the move. Baltimore County code forbids personal use of county-owned vehicles by county government employees, but colleges and school systems are often separate from county regulations. Though they are partially financed by the county, they routinely have their own policies. For the move, four college employees used two 15-passenger vans, with license plates identifying them as county vehicles, to move more than 20 boxes of personal items to McPhail's home. The move was 30 miles round trip.
