A report from the California State Controller found that Panoche Water District employees misspent funds, with several large purchases for personal use including 50 take-home vehicles.

The Panoche Water District provides water for 62 farms across 38,000 acres in Central California. In a review of two fiscal years, the State Controller's Office found significant amounts of misspent funds for employees' personal gain, including interest-free loans and free housing. The district also owns a fleet of about 50 vehicles that all employees, including those in administrative positions, used for daily commuting.

The report noted that since the end of fiscal year 2014-2015, the water district has taken substantial corrective action and updated its policies to cut down on such behavior.
