Bill Introduced to Reduce GSA Funds for Acquiring Federal Fleet Vehicles

WASHINGTON – Rep. John Barrow (D-Ga.) has introduced a bill, H.R. 6144, in the House of Representatives that would reduce the funds available for the General Services Administration (GSA) to purchase new federal fleet vehicles to 80% of the amount available in 2011.

The only exception to the rule noted in the bill would be for GSA acquisition of new vehicles for national security purposes.

The bill has been referred to the House Committee on Oversight and Government Reform.

    That would be great except that GSA uses a revolving fund, or working capital fund, and not FY appropriated funds for vehicle purchases. The revolving fund is paid for by lease and mileage rates by other agencies. I'm thinking this one will die quickly in committee.

    Admittedly, financing is a problem. But if GSA--or any other government body--wants to decrease the purchase of vehicles, the logical thing to do is to purchase vehicles that have a better than average frequency of repair record. This needs to be considered in the vehicle specifications contract.

    H.R. 6324 and 6144. Then cut program delivery accordingly because all these proposed cuts to fleet will accomplish is the government paying 51 cents on the mile to reimburse employees that must use their own vehicles (POVs) to do the work of the federal government. Better efforts would be to "mandate" leasing verses the buying of most vehicles, and "mandate" other intiatives currently being "promoted" by the White House-- such as vehicle sharing and motor pools.
